There are more than 14 million people who have been treated for leprosy since 1982. While a large number of them live in the community, a significant number resides in self settled colonies.

In 2005, IDEA India conducted a survey and found more than 700 self settled colonies spread all over the country. While this is not an exhaustive list, it captures the essential characteristics of these colonies, viz poor living conditions, inadequate basic facilities, low educational levels, begging as a major source of income and poverty.

In 2007, National Forum of leprosy affected people was formed to provide a networking opportunity for people affected by leprosy to discuss their problems and raise their voices from a common platform. Leaders of self settled colonies are members of the National Forum.

In the initial period, SILF has decided to focus on the livelihood creation and education to support the people living in these self settled colonies.
